Our Board of Directors
As a 501c3 non-profit, we have a dedicated board that helps to make strategic decisions about the future of our organization. We are governed by a Board of Directors composed of community leaders with broad experience in the stewardship of nonprofit organizations. The board is responsible for organizational oversight, as well as developing the policies, strategies and resources necessary to meet community needs. Our current board members include:

Our Leadership Team
Cincinnati Animal CARE’s leadership team encompasses decades of combined experience in all aspects of animal welfare, from sheltering and emergency veterinary care to behavior assessment and animal training. These skills, combined with compassion and dedication, are put to daily use with the more than 8,000 animals that come through our doors each year
Our directors and managers are uniquely connected to a national network of animal organizations from which recognized “best practices” and innovative approaches to animal sheltering and care are garnered.

Carolyn Evans, Executive Director
Carolyn, a founding member of Cincinnati Animal CARE, has served as Executive Director since its inception in August 2020, leading the successful bid for Hamilton County's animal services contract, recently renewed for 10 years. Her vision to support the Best Friends Animal Society "No-Kill 2025" Initiative began with the formation of Clermont Animal CARE in 2017, laying the groundwork for CAC’s lifesaving programs in Hamilton County.
As founder and Board President of My Furry Valentine, Carolyn has celebrated over 8,000 adoptions in 15 years. She is also the former Board President of UCAN, which has performed 185,000 spay/neuter surgeries, and former Board Secretary for HeARTsSpeak, an international nonprofit increasing shelter animal visibility. Carolyn holds a BS in Management from Purdue and an MBA from Ohio State and is a graduate of the Best Friends Animal Society Executive Leadership Certificate Program.
An active foster for CAC, Carolyn has fostered over 20 dogs and provided more than 500 days of care. She currently shares her home with CAC alums Sanchez, Toby, and Ninetails.

Meaghan Colville, Shelter Director
Meaghan Colville, a founder and Director of Shelter Operations at Cincinnati Animal CARE (CAC), has been instrumental in transforming Hamilton County's animal services, achieving no-kill status at CAC’s launch in 2020. She leads a dedicated team that implements innovative lifesaving strategies. Before CAC, Meaghan served as Shelter Director at Clermont Animal CARE and Shelter Manager at Ohio Alleycat Resource (OAR).
Meaghan began her animal welfare career in 2010 as a violence-prevention humane educator in Los Angeles, working in underserved communities and supporting trap-neuter-vaccinate-return efforts. She is a certified Ohio Humane Agent, a graduate of the Best Friends Executive Leadership Certification Program, and holds a Dogs Playing for Life Level 1 certification.
An instructor in Southern Utah University’s Animal Services degree program, Meaghan also earned a Nonprofit Management Certificate from the University of Texas and holds a master’s in education from Canisius College and a bachelor’s in education from The Ohio State University.

Amanda Gilbert, Medical Director
Amanda has been a Registered Veterinary Technician (RVT) for 20 years and is one of only nine Veterinary Technician Specialists in Emergency and Critical Care in Ohio. She trained and worked in emergency and critical care at MedVet and Care Center, managing ICU operations and overseeing 50+ staff in 24-hour settings.
In 2018, while working at MedVet, Amanda began volunteering at the Clermont County Animal Shelter in her hometown. She later became Medical Director at Clermont Animal CARE, continuing in the same role at CAC Amanda is a graduate of the Maddie’s Fund Clinic Management Apprenticeship, certified in Fear Free Handling, and an Ohio Humane Agent.
A champion for veterinary technician career growth, she serves as a Site Coordinator and Supervisor for the Penn Foster Veterinary Technician Program. Amanda also fosters special needs and critical medical cases, providing round-the-clock care and saving countless lives.
